The problem is racial. Appallingly little progress has been made with the poor, black majority. It got to the point that the unwritten policy since Mayor Anthony Williams is to attract mostly white, unmarried and/or two-income no-kids couples to the center of the city and push out the poor blacks into Maryland through redevelopment.
